All qualified and responsible firms are encouraged to submit qualifications. The Bridge Commission’s RFPs and RFQs are not intended to exclude any responsible firm or in any way restrain or restrict competition. The process requires that all firms comply with the requirements of P.L. 1975, c. 127 (N.J.A.C. 17:27) Affirmative Action, P.L. 1977, c. 33 (N.J.A.C. 52:25-24.2) Statement of Ownership, and P.L. 2004, c. 57 (N.J.S.A. 52:32-44) New Jersey Business Registration.
Unless otherwise indicated on the advertisement or bid request documents, submissions:
- must be received no later than the Submission Deadline indicated
- must bear the name and address of the firm and name of service to be provided and be enclosed in sealed envelopes; addressed to the Burlington County Bridge Commission, 1300 Route 73 North, PO Box 6, Palmyra, NJ 08065-1090, ATTN: Purchasing Agent.
- should not be sent by e-mail, fax, or transmitted over the telephone.
- should be submitted in duplicate, along with an (optional) two copies in an electronic format on CD-R (format should either be in a Microsoft Application (Word, Excel, Power Point, Microstation, etc.), Adobe Acrobat, or a combination of the two.
Late submissions will not be accepted or considered. Any submissions received after the Submission Deadline, whether by mail or otherwise, will be returned unopened. The Burlington County Bridge Commission assumes no responsibility for submissions mailed or misdirected in delivery.
The Burlington County Bridge Commission reserves the right to accept or reject any or all submissions that fail to comply with the instructions provided and to waive any immaterial defects or informality in any submission should it be in the best interest of the Burlington County Bridge Commission to do so.
Proposals are evaluated by the Burlington County Bridge Commission on the basis of the most advantageous proposal, price, and other factors considered. Unless otherwise indicated, the evaluation process considers:
- Experience and reputation in the field
- Knowledge of the subject matter to be addressed under the contract
- Knowledge of New Jersey public entity statutes, rules, and regulations as they apply to the Commission
- Cost proposal
- Sufficient staff to complete the assigned tasks in a timely manner
- Other factors if demonstrated to be in the best interest of the Commission
