Tacony-Palmyra and Burlington-Bristol Bridges
Maritime Domain Awareness and Security Infrastructure

The Burlington County Bridge Commission will receive sealed proposals for Maritime Domain Awareness and Security Infrastructure for the Tacony-Palmyra and Burlington-Bristol Bridges until 11:00 A.M. prevailing time on January 4, 2012, at the Office of the Commission, Administration Building, 1300 Route 73 North, Palmyra, New Jersey, at which time and place proposals will be publicly opened and read aloud.

The work to be performed under this Contract includes furnishing of labor, tools, equipment, temporary support structures, and materials for Maritime Domain Awareness and Security Infrastructure for the Tacony-Palmyra and Burlington-Bristol Bridges.

The project involves the expansion of the Commission’s existing Access Control and Video Surveillance Systems. The new cameras and access control end points included in this project shall eventually be integrated into the physical security information management system by the Commission.

The contractor shall be responsible for: the procurement, installation and configuration of all hardware including site preparation for the expansion of the existing systems and the procurement of all new video hardware.  More information is available in the bid packages referenced below which are available for review or purchase at the Commission headquarters. 

The contractor shall be responsible for the integration of all new endpoints into the SMS and the respective VMS.

As necessary, the Contractor shall provide for Maintenance & Protection of Traffic while work is being performed as required by the Engineer. The Contractor is required to coordinate all temporary bridge and lane closures with the Commission.

Bid packages including the Supplementary Specifications, Contract Drawings, Proposal Form and other Contract Documents for the work can be obtained at the Administration Building, 1300 Route 73 North, Palmyra, New Jersey 08065 on payment of a non-refundable fee to the Burlington County Bridge Commission in the amount of Seventy-Five Dollars ($75.00).  They are also available for review at Commission headquarters.

Each bidder must inspect the project sites prior to receipt of bids to ascertain for himself all conditions to be found at the project site. Bidder must submit a sworn affidavit affirming that they or their authorized representative did inspect the project.

Bids must be made on standard bid forms in the manner designated therein and required by the specifications; must be enclosed in sealed envelopes bearing the name and address of the bidder and solicitation identification on outside; addressed to the Burlington County Bridge Commission, 1300 Route 73 North, P.O. Box 6, Palmyra, New Jersey 08065-1090; and must be accompanied by a certified check, cashier's check, or bid bond drawn to the order of the Burlington County Bridge Commission for 10% of the bid, not to exceed $20,000.

All bidders are required to comply with the requirements of P.L. 1963, c. 150 (N.J.A.C. 12:60-1.1 et seq.) New Jersey Prevailing Wage Act, N.J.S.A. 10:5-31 et seq. and N.J.A.C. 17:27 Affirmative Action, P.L. 1977, c. 33 (N.J.A.C. 52:25:-24.2) Statement of Ownership, P.L. 1999, c. 238 (N.J.S.A. 34:11-56.48) Public Works Contractor Registration Act, and P.L. 2004, c. 57 (N.J.S.A. 52:32-44) and amended by P.L. 2009, c. 315 New Jersey Business Registration Certification.

Bidders must complete the Responsible Contractor Certification form and include it with their submission that all labor is covered by a health and hospital insurance plan, an ERISA compliant retirement plan, and participation in an apprentice and training program approved and registered with the U.S. Department of Labor or a state apprenticeship agency for each craft or trade in which it hires apprentices or agree not to employ any worker at less than journeyman status on the project. Attach proof of participation in an Apprenticeship Program, if applicable.

Bidders shall complete a Bid Questionnaire to summarize the Bidder’s work completed within the past five years of similar nature on structures and equipment comparable to the Commission’s facilities.

Late bids will not be accepted or considered. The Burlington County Bridge Commission assumes no responsibility for bids mailed or misdirected in delivery.

The Commissioners reserve the right to accept or reject any or all bids and waive any immaterial defects or informality in any bids or in the bidding should it be in the best interest of the Burlington County Bridge Commission to do so.

A Pre-Bid Meeting will be held in the Office of the Commission, Administration Building, Palmyra, New Jersey at 10:00 A.M. on December 12, 2011.
