ABOUT BCBC PURCHASING
All Burlington County Bridge Commission purchasing is conducted in accordance with New Jersey's Local Public Contracts Law (N.J.S.A. 40A: 11-1 et seq.). The Bridge Commission also complies with New Jersey's fair and open requirements and the awarding of contracts for those services exempt from the provision of public advertisement and bidding under the Local Public Contracts Law.
The Bridge Commission participates with the State of New Jersey in cooperative purchasing. The State of New Jersey formally bids commodities and extends to the Commission the opportunity to purchase from these contracts.
The Department of Purchasing is located at 1300 Route 73 North, Palmyra, NJ 08065. Goods and Services are procured through quote, bid or request for proposal. Upon advertising for bids or proposals, The Department of Purchasing sends specifications by vendor request to vendors registered in the Purchasing Portal. Bids and proposals are opened publicly at the Burlington County Bridge Commission administration building.

NOTICE OF PUBLIC HEARING
NOTICE IS HEREBY GIVEN in accordance with the requirements of N.J.S.A. 40A:11-25 et seq., that the Burlington County Bridge Commission (“Commission”) will conduct a public hearing on August 21, 2017 at 2:00 p.m. at the Commission’s Administration Building, located at 1300 Route 73 North, Palmyra, New Jersey,at which time and place the Commission will receive comments from interested members of the general public with respect to the Commission’s proposal to adopt prequalification regulations for bidders upon contracts to be awarded by the Commission pursuant to the New Jersey Public Contracts Law, N.J.S.A.40A:11-1 et seq. The proposed prequalification regulations, which may be adopted by the Commission immediately after the conclusion of the public hearing, include, in pertinent part, that:
Proposed Prequalification Regulations
Prospective bidders shall hold all valid licenses, registrations or certificates that are duly required by federal, state, county and/or local law in order to do business in the State and to perform the contract work it seeks to perform, including any type of trade work or specialty work; shall meet all necessary bonding and insurance requirements that are set forth in applicable law or contract specifications; shall pay all its employees with current wage rates and benefits under applicable State prevailing wage laws; shall provide its employees with health and hospital insurance plans and an ERISA compliant retirement plan; shall not have been debarred, defaulted or had any license, registration or certification revoked in the past three years; shall not have been convicted for any willful violation of federal or State safety law in the past three years; and shall not have been convicted of any crime relating to the contracting business in the past three years.
In addition, all prospective bidders upon contracts to be awarded by the Commission shall have been prequalified according to regulations covering the Classification of Prospective Bidders as required by N.J.S.A. 27:7-35.1 et seq. and shall be qualified under the appropriate NJDOT work type classification(s) as stated in the project’s Supplementary Specifications.
If there is not an appropriate NJDOT work type classification for a given project, then the Commission’s Bid Questionnaire form shall be completed and submitted with the Bid. Evaluation of the completed Bid Questionnaire by the Commission shall determine the qualification of the Bidder for the performance of the work under the contract. The evaluation shall be based upon the bidder’s responses to the Bid Questionnaire, upon evidence of satisfactory work experience on similar type projects, and upon the bidder’s NJDOT Project Rating, which is included with the bidder’s issued NJDOT Notice of Classification Approval Letter, and/or in conformance with the requirements of N.J.A.C. Title 16, Transportation, Chapter 44, Construction Services,Subchapter 3, Classification of Prospective Bidders.
These rules incorporate by reference the requirements that are contained in the Bridge Commission’s Standard Supplementary Specifications, Bid, and Bid Documents, at Section 102.01, Qualifications to Bid, as well as at Section 102.10, Submission of Bids, and the Bridge Commission’s Standard Commission Proposal and Schedule of Bid Prices form, pages P1-P3, and the Bridge Commission’s Responsible Contractor Certification form, so that bidders must supply the information that is contained in those requirements and in the referenced forms. The above-referenced requirements are contained in the Bridge Commission’s published Standard and Supplementary Specifications, which are published and which are publicly available.
