The Role of Commissioner

Appointed to three-year terms by the Burlington County Board of Chosen Freeholders, Commissioners are responsible for general oversight of the Burlington County Bridge Commission. In addition to attending and preparing for regular (often monthly) Commission meetings, Commissioners are involved in decision-making as it relates to governance of the agency. Specifically, their duties include oversight over all senior management of the Commission, general oversight over the implementation of appropriate management and financial controls, and maintaining procurement policies and procedures consistent with governing law. The Commission’s Executive Director, responsible for the day-to-day management of Commission business, reports directly to and is accountable to the Commissioners.

John B. Comegno II, Chairman (appointment expires 10-22-12)
Founder and President of the Comegno Law Group, P.C., Chairman Comegno is recognized as a leading School Law practitioner, representing public and independent schools, Educational Services Commissions, third-party special education vendors, disabled individuals, and other members of the educational community. A member of the NJ and PA bars, Comegno is a cum laude graduate of Gettysburg College, and earned his Juris Doctor degree from the Wake Forest University School of Law.  He is also an adjunct professor of school law at the Graduate Schools of Education at Fairleigh Dickinson University and Delaware Valley College and is a nationally recognized lecturer on school law.  In addition to his service to the Burlington County Bridge Commission, Comegno serves as a member of the Board of Directors of CASA of Burlington County and the Ritz Theatre Company, and serves on committees for Moorestown Education Foundation, Gettysburg College Alumni Association, and the American Cancer Society.

Priscilla B. Anderson, Vice Chairwoman (appointment expires 10-22-10)
The first African-American to be appointed to the Bridge Commission, Vice Chairwoman Anderson has enjoyed a long career in public service. During her tenure as NJ Assemblywoman (District 7), she served as Vice-Chair of the Assembly Veterans Committee, Assistant Majority Whip and member of the NJ Education Funding Commission. Anderson was elected Mayor of Willingboro and named a member of Willingboro Town Council.  Retired from the Trenton Board of Education, she is a graduate of The College of New Jersey with Bachelors and Masters degrees in Education. Anderson has served on the boards of directors for Horizon Blue Cross Blue Shield of New Jersey and Burlington County Memorial Hospital (part of the Virtua Health System). She was also formerly the president of the NJ Association of Elected Women Officials, a bipartisan organization of women throughout the state. A former member of the NJ Amistad Commission to develop an African-American history curriculum in American history textbooks, Anderson is currently a member of the Burlington County Historical Society.

Troy E. Singleton, Commissioner (appointment expires 10-22-11)
Currently the Vice President, Public Affairs for New Jersey Carpenter Contractor Trust, Commissioner Singleton is a member of the New Jersey Carpenters Union Local #715.  He previously served as Director of Policy and Planning for the New Jersey Regional Council of Carpenters, a position he held from 2007 to 2009. From 2002 to 2007, Commissioner Singleton was Deputy Executive Director for the New Jersey General Assembly Majority Office in Trenton. While there, he served as Chief of Staff for New Jersey Speaker Joseph J. Roberts, Jr.  Commissioner Singleton was Deputy Executive Director for the New Jersey Democratic State Committee from 2001 to 2002, following his service as Legislative Director to Assemblymen Herb Conaway and Jack Conners from 1998 to 2001. A graduate of Rowan University in Glassboro, Commissioner Singleton is a member of Rowan’s Board of Trustees and a member of Phi Beta Sigma Fraternity, Inc. He is also a Commissioner of the New Jersey Turnpike Authority, Volunteer Coach for Pennsauken’s Youth Athletic Association and a Civilian Emergency Response Team Member. In addition, Commissioner Singleton serves on the board of the Boys & Girls Club of Camden County.
