The Role of Commissioner
Appointed to three-year terms by the Burlington County Board of Chosen Freeholders, Commissioners are responsible for general oversight of the Burlington County Bridge Commission. In addition to attending and preparing for regular (often monthly) Commission meetings, Commissioners are involved in decision-making as it relates to governance of the agency. Specifically, their duties include oversight over all senior management of the Commission, general oversight over the implementation of appropriate management and financial controls, and maintaining procurement policies and procedures consistent with governing law. The Commission’s Executive Director, responsible for the day-to-day management of Commission business, reports directly to and is accountable to the Commissioners.

John B. Comegno II, Chairman (appointment expires 10-22-12)
Founder and President of the Comegno Law Group, P.C., Chairman Comegno is recognized nationally as a leading School Law practitioner, representing public and independent schools, Educational Services Commissions, and third-party special education vendors. He also serves as Solicitor or Special Counsel to dozens of public and independent schools and regularly mediates special education disputes and tries Due Process Hearings. A member of the NJ and PA bars and accepted to practice in jurisdictions across the country, Comegno is a cum laude graduate of Gettysburg College, and earned his Juris Doctor degree from the Wake Forest University School of Law. He has extensive experience dealing with disability-specific legal issues and is a nationally recognized lecturer on School Law who regularly presents to conventions, professional organizations, associations, public and independent schools and other audiences through the United States. Comegno served as an adjunct professor of school law at the Graduate Schools of Education at Fairleigh Dickinson University and Delaware Valley College. In addition to his service to the Burlington County Bridge Commission, Comegno serves as a member of the Board of Trustees of the Moorestown Theater Company and the Mary Foundation and serves as a committee member for the Moorestown Education Foundation.

James D. Fattorini, Vice-Chair (appointment expires 10-22-13)
A sole practitioner for seventeen years with offices located in Moorestown, Commissioner Fattorini has extensive experience in criminal and traffic matters both in Superior and Municipal Courts, appearing in over 150 jurisdictions throughout the State, currently serving seven municipalities as public defender in addition to his private practice. Commissioner Fattorini is a graduate of Ursinus College and earned his juris doctorate degree at Widener School of Law where he was a member of the Phi Delta Phi Honor Fraternity. During his legal career, Commissioner Fattorini has served as municipal prosecutor in several municipalities throughout Burlington County. He was voted by fellow attorneys as Top Municipal Court Attorney in SJ Magazine. He currently possesses the highest possible Peer Review Rating, AV Preeminent from Martin-Dale Hubble. He has served as coach of Sacred Heart CYO baseball and is an active member of the Benevolent & Protective Order of Elks of the USA, Knights of Columbus, and St. John Neumann R.C. Church.

Troy E. Singleton, Commissioner (appointment expires 10-22-14)
Commissioner Singleton currently serves as Asemblyman for New Jersey's 7th district, a position he has held since November, 2011, when appointed to complete the unexpired term of Assemblyman Jack Conners. He began his own two-year term in January 2012. He is also the President of the New Jersey Carpenter Contractor Trust and a member of the New Jersey Carpenters Union Local #715. He previously served as Director of Policy and Planning for the New Jersey Regional Council of Carpenters, a position he held from 2007 to 2009. From 2002 to 2007, Commissioner Singleton was Deputy Executive Director for the New Jersey General Assembly Majority Office in Trenton. While there, he served as Chief of Staff for New Jersey Speaker Joseph J. Roberts, Jr. Commissioner Singleton was Deputy Executive Director for the New Jersey Democratic State Committee from 2001 to 2002, following his service as Legislative Director to Assemblyman Herb Conaway and Jack Conners from 1998 to 2001. He is a past volunteer coach for Pennsauken's Youth Athletic Asociation and member of the Civilian Emergency Response Team. In addition, Commissioner Singleton serves on the board of the Boys & Girls Club of Camden County and is a member of VFW Post #3020 Auxiliary.
